新加坡对26种化学物质实施管制许可

2022年11月消息，新加坡国家环境局（NEA）已根据《环境保护与管理法》（EPMA），将26种化学物质列为有害物质（hazardous substances, HS）进行管制，从事涉及26种化学品中任何一种的以下活动的公司必须获得HS许可证/执照：

　　●进口、出口、制造、销售、运输、储存和/或使用受管制化学品——需要执照（HS licence）；

　　●购买、储存和/或使用受管制化学品——需要许可证（HS permit）。

　　NEA计划监管于2023年6月生效，这些变化将在2022年12月前通报。自2023年1月1日起，在《环境保护与管理法》和《环境保护和管理（有害物质）条例》修正案公布后，NEA建议公司可开展修改或申请HS许可证/执照。

　　NEA管制的HS具有高度毒性、污染性，并且是难以进行生产管理和安全处置的废料。

　　对于具有更广泛工业用途的物质，NEA正在对这些物质构成的潜在安全和环境风险进行更详细的审查，以便在可能的情况下给予低浓度豁免。利益相关方可以在2022年11月 10日之前将相关数据（例如安全数据表、混合物/产品中存在的化学品浓度以及化学品储量）提交NEA进行审议。

　　目前，这26种化学物质由新加坡海关根据《化学武器（禁止）法》(CWPA)和《化学武器（禁止）条例》（CWPR）与NEA共同监管。
